Her other leadership positions extended across several high-profile programs involving refugee and asylee family reunification, intercountry adoptions, travel documents, and international immigration processing. Jessica also served as a national security and vetting expert and played a key role in developing policies, processes, and training related to terrorism-related inadmissibility grounds (TRIG), statelessness, and sensitive humanitarian protections. She began her legal career as a Law Clerk in the DOJ’s Office of Immigration Litigation, where she represented the government in federal appellate courts.

Ricky Murray is an immigration attorney with nearly two decades of experience at U.S. Citizenship and Immigration Services (USCIS), where he served in a series of senior leadership positions. Most recently, he was Chief of Staff for Refugee and International Operations, overseeing nationwide parole programs and interagency coordination. Previously, he served as Field Office Director in Reno, Nevada, and was acting Field Office Director in Las Vegas, Nevada, and Minneapolis, Minnesota, managing day-to-day adjudications and stakeholder engagements.  In addition, he served as Deputy Chief within the Immigrant Investor Program Office, where he directed policy and operations impacting investors and entrepreneurs, as well as presented at conferences nationwide discussing EB-5 policy and policies.  In each of these roles, Mr. Murray led teams, streamlined complex processes, and helped shape national immigration policies designed to improve efficiency and fairness.

Trina M. Swanson is a nationally recognized immigration attorney, retiring from a  25-year public servant career with the federal government.   As a founding partner of the firm, Trina brings a deep knowledge of the U.S. immigration system, to include the relationship between various governmental agencies tasked with immigration processes, and policy and regulatory development and implementation.  She is deeply committed to upholding the integrity and legality of U.S. immigration law by ensuring proper and timely adjudications by the U.S. government.  

Trina served nearly two decades with U.S. Citizenship and Immigration Services (USCIS), where she held multiple senior leadership positions. Most recently serving as Director of International Operations, she oversaw 13 overseas offices and one domestic field office, guiding complex immigration adjudications, refugee and family reunification processing, and interagency coordination across Latin America, Europe, the Middle East, Africa, and Asia. Previously, she served as the Field Office Director in the Minneapolis-St. Paul Field Office, and at the U.S. Embassy in Nairobi, Kenya, where she managed large teams, streamlined operations, and engaged with Ambassadors, government agency heads, foreign agency leaders, NGOs, and community partners to inform and improve immigration processes and outcomes. She has extensive policy and regulatory experience, to include drafting, interpreting, briefing on, and implementing varied immigration matters. Trina has both adjudicated, and led offices responsible for, making decisions in complex adjustment, naturalization, citizenship, refugee, and follow to join caseloads.  She also led complex and sensitive government projects, to include being selected Deputy Federal Coordinator for DHS for Operation Allies Welcome at Fort McCoy where she led a coordinated military, federal, NGO, and non-profit response to resettle our Afghan allies. Her leadership earned recognition including the DHS Secretary’s Exceptional Service Gold Medal and the DHS Secretary’s Award for Excellence, along with multiple agency awards for innovation and outreach.
